This is a Mondo type film (Mondo Cane is the best know of this type of exploitation film popular during the 60s through early 70s). Italian cinema has a history of releasing movies with titles that lead the viewer to think they're seeing something else (Fulchi's Zombie Flesh Eaters aka Zombi 2 aka Zombie was released in such a way that viewer's thought it was a prequel to dawn of the Dead). This is a mild example of this type of film.
