My husband and brother in law keep talking about a movie they saw in the 90's, but they can't remember what it's called.  It involved a little boy who always wore a plastic ghost mask and a kidnapper who pulls out a picture and gets shot.  Does anyone know what movie this is?

I believed the movie you are looking for is with Kevin Costner & Clint Eastwood, "A Perfect World" (1993),

with TJ Lowther playing the little boy. He steals a Casper the Ghost costume and wears the outfit which

includes a plastic Casper mask. Costner's character gets taken out by an over zelous lawman in the final

scene while pulling a photo from his pocket. Very good movie that has stood the test of time.
